Is it possible to set exact mp in mobile camera app example- like i have mobile device with 4mp, 8mp, 12mp camera and i want to capture image in 12mp camera but during capture camera understand only 4mp (means i set 4mp manually)and and image size should be look like 4mp. but actual camera is 12mp, which is capture by 12 mp.?

Most (or all) photo apps have settings.
The phone I currently have is a Huawei and to bring up the settings (in the stock photo app) I swipe left and there is basic settings such as resolution and where to save the image and so on.
Some other apps may have a settings button, generally it looks like a sprocket or the "hamburger".

With the resolution setting you set how large the image will be saved as.
How the camera/phone does the downsampling may be differernt.
