I don't know what the "Color Exchange" dialog is in the Gimp, but all of the dialogs in the Colors menu (including Hue-Saturation, which sounds like what you describe) work on the selection - and I'm still using 2.6, whose copyright information suggests that it dates to 2008. | |

Photoshop also has layer blend modes like those in Gimp; Adjustment Layers are a feature beyond that, so it's not accurate to say that Gimp is trying (which implies that they're not doing as well).
