Alternatively reduce your ISO to slow your shutter into flash range, underexpose to darken the background and use manual flash ,or possibly second curtain flash, from the side to bring up the water exposure.
Jul 28, 2020 at 20:27 comment added Duncan C Increase the shutter-speed to reduce the amount of ambient light. Add flash on the water, either from behind or from the front/side. (The effects will be quite different. Experiment to see what you like.) Set the flash power manually or you're going to drive yourself nuts fighting with the automatic exposure of the camera.
