If you can find an 80-200 2.8L, I would definatly buy that over the 70-200 f4L. It's sharper, in my experience and has a larger aperture. You can find them for around $600-800. It's built like a tank too.

Couldn't the photo just be panned and zoomed? That's what it looks like to me.

I got Lightroom 4. Seems to be much faster and I like the new blacks/shadows/highlights/whites sliders. Seems like you have more control.

After taking the lens apart I confirmed my theory; the threads were binding. I managed to fix the lens and it works great.
