I don't think it's possible for a histogram to definitively say whether a photo is over- or underexposed. It can certainly accurately show the relative distribution of tones, but it's entirely possible for a photograph to contain a lot of blown highlights or blacks yet still be correctly exposed (product photography, for example). On its own it is simply a tool, and without the context of the accompanying photograph it is only telling a part of the story.

Hi Suresh, welcome to the site. Questions such as this one are likely to be closed very quickly, mainly because there is no clear 'right' answer, and as the range of available cameras changes all the time, the 'best' camera in some people's opinion may also change. The best advice I can offer is to go to your local camera shop and try out the various cameras yourself, to see which one you prefer using.

Another (easier) way to calculate the stop difference between apertures is to apply the same formula as for shutter speed, then double the result. E.g. f/2 to f/4 = (2 - 1) = 1, multiply by 2 = 2 stops.
