You can download the Daminion from daminion.net. It's free for managing small image collections (less than 15,000 files per one local catalog). At least you can check whether it works with you or no. You can export files and their properties (including dates) to CSV format and then try to build graphic in Excel (Item > Export > Export to CSV...) You can also try to work with Daminion catalogs directly: standalone version uses SQLite engine, multi-user version uses PostgreSQL. Both are open-source and free.

The years might be expanded to months, that you can expand to days. You can even see the date trend per selected camera.

#1. Part of your database might be corrupted and you will not see this issue immediatelly (let's say after a week). If your backups run in the night and you'll have a problem with your database at the evening, you will loss a day work. #2. Yep, but this is an additional info about your rights, and some photo sharing sites will extract and publish your copyrights along with some other metadata information. #3. Your current DAM solution might not be in the import list of your future DAM solution let's say after 5 years. While all serious DAMs must be able to extract metadata from documents.

To be honest it would be the last thing that I'll do if I'd work for a government. They should imagine that DAM is not a single task resolver, this is a combine with a lot of features that should be designed, implemented and worked together. There are hundreds of media formats and dozens of metadata specifications and hundreds of thousands developer hours (see dollars) behind an affordable DAM solution. We at Daminion Team, are involved into this task since 2003 and there are a lot of things that we plan to do. Just some thoughts.
