I disagree, cosmetic scratches rarely do anything to the value of a lens.

Nope. PS has two different healing tools. A brush that lets you paint (similar to clone), and a spot-heal brush, that specifically lets you point-and-click on a spot to heal. The latter is what Lightroom has, and it's great for dustspots, dirt, etc, but lousy for powerlines, etc.

Does it support painting? For example, if I have a power-line, can I just paint over the line and have it remove the power-line? I can with the healing brush in photoshop (which is different than the spot healing in photoshop). Can I do the same with Lightroom?

From everything I've read the 70-200 F4 IS is the best of the bunch in every regard (save for the F4 aperture). I had the 2.8 IS, but sold it to get the 16-35F2.8 II.
