What do you mean by "better"? More accurate? Quicker acquisition? Better at tracking? The answers to those three question may well be different, and (as already commented) may actually have not very much to do with the AF sensors themselves.

Yes, the statement is wrong for the 550D (except maybe in evaluative mode; as noted, nobody outside Canon knows exactly what happens there). What is your source for saying that metering is tied to the AF point on the 550D?

What evaluative metering does is "magic" - it uses an proprietary algorithm known only to Canon and comes up with an answer. As for "It is important to know that metering is tied to the AF point you or the camera selects.", that's just straight out wrong on the 550D - metering is always based around the centre of the frame, not the selected AF point. You can trivially show this by having a bright point-like source in the centre of the frame (a light bulb is fine) and moving the AF point around.

As the manual says, it is set when the picture is taken. It don't see what else there is to say; focus has nothing to do with exposure.
