@PhilipKendall True. But I think that a large portion of the things that are in the Public Domain are so because the creator or owner wants everyone to be able to use them freely, not necessarily without attribution (as you said, these will use creative commons). Another thing is that it is best to attribute anyway if there is any doubt about whether it is required or not (something that creative commons helps with).

The Sony RX1 is a specialist camera and probably shouldn't be classed in the same league as what most people would think of when someone says point-and-shoot. Most consumers probably (and I am indulging my own low view of human kind (myself included)) wouldn't know how to use a fixed focal length effectively.

Note, some water tight pouches are rated to be used underwater for extended periods (albeit at very shallow depths (i.e. just on the surface, no deeper)), such as [this brand](www.dicapac.com/), which works well with a little care.

Why will increasing the amount of light passing through the Lens (f/2.8 to f/1.8) will you want to increase the sensitivity of the sensor (ISO 3200 to ISO 6400)? Increasing the size of the aperture will decrease the ISO (assuming a constant shutter speed).

As has already been mentioned, this answer DOES NOT answer the question. The OP asked for a solution to allow the shutter to remain as slow (or slower) as this is required for the photographer to achieve their desired end results.
